Is this ammonia??

I'm not sure if this is an ammonia problem or not....
I received some used cloth diapers from a friend, she said they needed to be stripped before use--I used Dawn to strip.
Last night I changed my daughters diaper and there was a rash everywhere except her butt...the diaper was only wet not soiled. She was in a Goodmama my friend had given me. I thought it was weird that she had a rash, and it looks pretty intense. Well I remembered talk of ammonia and I smelt the diaper...I think it has a slight ammonia smell, but I'm not entirely sure.
My daughter is only 6 weeks old, so should her wet diapers even be causeing ammonia build up at this point? I thought that only started when incorporating other foods other then breast milk?
How do I treat it if it is an ammonia burn, just diaper rash cream? And should I try stripping all of her diapers again, or just wash them like crazy?

Put a little Extra Virgin olive oil on DS when he goes to bed in that seems to protect him from the amonia burns he was getting. My girls never really got an Amonia burn. Spray your cloth diapers with BioKleen Bac-out. Allow them to sit from 30 minutes to overnight. Then, launder as usual (i.e. rinse COLD with no detergent, wash HOT with 2 tbsp of detergent, and follow with 3 COLD rinse cycles with no detergent).Place diapers and diaper pail liner in washing machine. Fill the washer with COLD water. Add 2 tbsps of your favorite detergent or one of the recommended soaking agents listed below. Start the wash cycle to agitate the water and then stop the wash cycle. Allow diapers to soak in washer for 1 hour to overnight depending on how severe the ammonia problem is. Resume wash cycle after soaking. Wash again with 2 tbsp of your regular detergent.
